Why So Rare in PGA Golf?

Why are there very few star teenage players or very early 20's on the tour? Is it because unlike basketball or football where the arenas and fields don't vary much, golf courses can vary enormously. It takes time to learn how to play every course. Rookie golfers face a huge climb against experienced professionals who have played these courses several times.
