Why do people say : Paris is the most beautiful city in the world ?

I suppose it's the architecture of the place...honestly, that's the only nice thing I saw in Paris. You can see a lot of beauty in the buildings and the like (it makes me think of the movie Ratatouille when I see photos of Paris). Other than the architecture, Paris was pretty crap, in my opinion.
