Why has Obama's "Green Jobs" initiative been such a colossal, monumental, complete and utter failure?

Here is how it will grow. The coal fired power plants have 2 to 3 years to get their emissions under control. AEP says they will have to close 25% of their plants and the upgrade on the others will cost about $8 billion. That means a 10 to 30% raise in electric rates. People will turn to solar panels, geothermal, etc. People will start buying energy star appliances. Those solar panels have to be installed. Those appliances, while made elsewhere still have to be sold, delivered and installed. Also, when home building resumes, there will be new codes. Then construction worker jobs will be called green. More and more wind farms will appear and people will get the jobs taking care of them to replace those lost by the closed coal plants. Are these all good jobs, new jobs? No. They will just be called green because they were displaced and changed by laws. Trouble is 2 jobs will be lost to every one created that can be called "green".
